At the same time, expected federal changes to intoxicating hemp products in late 2026 could significantly tighten the market. For years, hemp-derived THC products have competed directly with licensed cannabis businesses under a less regulated framework. Congress is considering changes to the federal definition of hemp that would effectively prohibit many intoxicating hemp-derived products that are currently sold outside of state-licensed cannabis systems. Stricter hemp rules may:
